Asbestos testing and surveys

Not sure whether the ceiling, floor or siding in your Bellevue home contains asbestos? Test before you cut, scrape or sand. A certified inspector collects samples, a lab analyzes them, and the written report is what a contractor bids from. Owners who live in and remodel their own single-family house are the one group PSCAA lets survey for themselves.

Popcorn ceiling removal

About a third of Bellevue homes date from the 1960s and 1970s, an age that makes ceiling texture worth a test. A positive sample leads to a sealed room, wet scraping and bagged waste, with the ceiling left ready for patching or new drywall.

Floor tile and sheet vinyl

Vinyl tile, sheet vinyl and the adhesive beneath each get their own sample. Tile and mastic that lift out whole count as nonfriable, so no PSCAA notice is needed provided nobody sands, grinds or saws them. For sheet vinyl, the backing and its condition decide.

Siding and roofing

Gray cement shingles and some roofing can contain asbestos. Cement asbestos products are named in PSCAA’s definition of friable material, so shingles are kept wet and taken off whole. Roofing sits on PSCAA’s nonfriable list instead, which means a roof and the walls below it can follow different notice rules.

Pre-demolition abatement

A Bellevue teardown starts with a certified inspector’s survey. PSCAA then wants a notice once the roof area passes 120 square feet and a ten-day wait, and the friable asbestos the survey found is removed. Permit questions go to the Bellevue Permit Center.

Rented houses, condos and apartment buildings

Bellevue has 48% renter households, and landlords do not get the owner-occupant exceptions. Surveys go to a certified inspector and removal to certified workers. Units, tenants and shared areas can all be discussed by phone before any work is scheduled.

Asbestos testing and removal costs

More than 4 in every 10 Bellevue homes were built before 1980, making asbestos a common issue in our community. Our price ranges cover hired labor, materials, containment, lab fees and disposal for typical jobs in Bellevue, Mercer Island and Clyde Hill. Expect the low figure for a small job with easy access, and the top for bigger areas, occupied buildings, second stories or extra air tests.

Asbestos testing and surveys

  • Testing a few materials, up to about 4 samples$300 – $600+
  • Asbestos survey before a remodel, one house$400 – $1,000+
  • Asbestos survey before tearing down a house$800 – $2,000+
  • Survey of a small commercial or apartment building$1,500 – $4,000+
What is included

A certified inspector takes samples at the places the work will open. The lab report shows which materials are positive, where they are and how much. Teardown surveys cover every part of the building.

Popcorn ceiling removal

  • One room ceiling, about 150 to 250 sq ft$1,800 – $4,500+
  • Several rooms or one floor, about 600 to 1,000 sq ft$5,500 – $14,000+
  • Whole house, about 1,500 to 2,000 sq ft of ceiling$10,000 – $25,000+
What is included

Plastic goes up over the emptied room, the texture is wetted and scraped into bags, and the room gets a final clean. A yearly total of 48 sq ft or more needs a notice to the clean air agency first. Skim coat and paint cost extra.

Floor tile and sheet vinyl removal

  • One bathroom or laundry floor, about 50 to 100 sq ft$1,200 – $3,000+

  • Several rooms, about 500 to 1,000 sq ft$4,000 – $12,000+
What is included

Tile is lifted in whole pieces and the black adhesive is scraped wet behind plastic. A crumbling vinyl backing is a different case and can need a notice. The range covers bagging, disposal and cleanup, not the new floor.

Our process

01

Survey what the work will touch

Nothing is priced until the survey is done. A certified inspector samples the suspect materials in the work area, and the lab report lists each positive material with where it is and how much. Anyone who may handle the material gets a summary, while the whole report stays at the job.

02

Match the notices to the job

Short answer: small jobs need no PSCAA notice. The line is 10 linear feet of pipe covering or 48 square feet of anything else friable in a year. A demolition with a roof over 120 square feet always needs a notice and a ten-day wait, and nonfriable removal never does. A separate L&I notice applies once a project passes 48 square feet or 10 linear feet.

03

Contain, wet and remove

Barriers and warning signs go up around the area before any scraping or lifting begins. Crews wet the material and lower it carefully. Friable pieces are sealed in leak-tight containers, and nonfriable pieces go into separate labeled containers marked nonfriable asbestos waste.

04

Haul it to an authorized site

Sealed containers leave with a waste shipment record. Bellevue sits in King County outside Seattle, so PSCAA’s list gives two choices: Cedar Hills Landfill near Maple Valley, which books Tuesday and Friday appointments, or Republic Services in Seattle. Both set packaging and paperwork rules.

Older homes in Bellevue

Roughly 47% of Bellevue homes date from before 1980. About a third were built in the 1960s and 1970s, the median home is from 1982, and only about 2% predate 1950. So testing here points first at ceiling texture, vinyl floors and siding from the 1960s and 1970s.

PSCAA and the state set the asbestos survey and notice duties. PSCAA also advises owners to check with the local building department, which may add requirements of its own. For Bellevue permit questions, the Permit Center’s number is 425-452-4898.

Frequently asked questions

Can I remove asbestos myself in Bellevue?

PSCAA allows owners to remove asbestos themselves only from a single-family house they own and live in. A rental, a condo, a duplex or an apartment calls for a certified contractor. Owners who do it themselves notify PSCAA first once friable material passes the small-quantity limits, and they follow the same disposal rules. PSCAA urges certified help even then.

Do I need an asbestos survey before demolishing a Bellevue house?

PSCAA wants a survey by a certified inspector ahead of any demolition, house you live in included. Add a PSCAA notice and a 10-day wait when the roof area runs over 120 square feet. Permit questions go to the Permit Center at 425-452-4898.

Can I take asbestos to the dump?

Not without approval. King County’s solid waste facilities accept asbestos waste only with approval from Waste Clearance, at 206-477-4466, vermiculite included, and its hazardous waste collection sites do not accept asbestos at all. PSCAA lists the facilities that are authorized.

Where does asbestos waste from Bellevue go?

PSCAA’s list names two for this part of King County. Cedar Hills Landfill takes it by appointment on Tuesdays and Fridays only, double bagged or wrapped in 6-mil plastic. Republic Services in Seattle is the other. Call ahead, since both want paperwork.

What affects the cost of asbestos removal?

Think of it as five questions. What is the material and how has it aged? How much is there? How hard is it to reach? How much containment and cleanup does it need? Is anyone living there, and how far does the waste travel? A survey with quantities answers them and lets a contractor commit to a number.
