Asbestos Testing and Surveys in Bellevue

Typical cost in Bellevue

  • Testing a few materials, up to about 4 samples$300 – $600+
  • Asbestos survey before a remodel, one house$400 – $1,000+
  • Asbestos survey before tearing down a house$800 – $2,000+
  • Survey of a small commercial or apartment building$1,500 – $4,000+

Knowing what is inside a wall, ceiling or floor comes before opening it, in a Bellevue house or condo as anywhere. Bellevue Asbestos Removal sets up the testing: a certified inspector collects samples, a lab analyzes them, and the report tells a contractor what has to come out and how much.

You will hear two reasons for surveying. One is PSCAA’s rule that suspect materials be surveyed before renovation or demolition begins. The other is state law, which places a good-faith inspection on the owner or the owner’s agent whenever work may disturb asbestos. Our surveys cover Bellevue, Mercer Island and Clyde Hill.

Survey options

Before a remodel

Bathroom remodel? Samples come from the floor, the wall finish and the ceiling the job will open, and a certified inspector takes them. The one exception is an owner who lives in the single-family house being remodeled and wants to sample it personally.

Before a teardown

The whole structure is sampled, with no owner exception: PSCAA requires a certified inspector even for a house you live in. The results feed the PSCAA demolition notice.

Your own survey

Residents who own and live in a single-family house may survey it themselves before a remodel, under PSCAA’s rules. The exception excludes landlords, condo owners and demolitions. If a sample is positive, the work and disposal rules still follow.

A single sample

A lone result describes one material in one location. Quantity, the layers beneath and the next wall are all unanswered. For larger projects, survey every material the work will disturb.

What the report should answer

A good report settles the questions that drive cost and paperwork.

How much and where

Each positive material is listed with its location and quantity, and the quantities set the notices. For PSCAA, the thresholds are 10 linear feet of friable pipe covering and 48 square feet of other friable material, measured per calendar year. For L&I, the starting point is above 48 square feet or 10 linear feet.

Who sees it

According to PSCAA, a summary goes to you, your workers and anyone else who may come in contact with the material, and a copy stays at the project site. State law adds that contractors receive the written report before they bid.

Permits

PSCAA advises checking with the local building department, which may have additional requirements. For Bellevue permit questions, call the Permit Center at 425-452-4898.

After the report, a positive result on ceiling texture leads to popcorn ceiling removal, on cement shingles to siding and roofing removal, and a coming teardown to pre-demolition asbestos abatement. A clean result covers only the materials that were sampled, so check that every material the work will disturb is on the list before you proceed.
