Rental work adds a requirement at nearly every step.
Surveys and reports
A good-faith inspection is the owner’s responsibility under RCW 49.26.013, or the agent’s if one acts for the owner, and it comes before any work that might disturb asbestos. Bidders see the written report first.
Certified crews
State law decides who may remove asbestos from rentals and condominiums, and the answer is certified workers under a certified supervisor on the site. A separate L&I notice, filed before the work, covers projects over 48 square feet or 10 linear feet, so ask each bidder who the supervisor is and who files it.
Records
Every friable load goes to the disposal site with a waste shipment record, and keeping the copies is the owner’s job. An owner with several buildings may want one file per building, so each building’s paperwork stays together.
